In this example handbook, paid time off is accrued rather than granted in a lump sum. You earn a set number of hours for every pay period you work, and those hours land in your balance at the end of that period. A new hire starts at zero and builds up, instead of starting the year with a full allowance.
Two things follow from that. Time you have not yet accrued is not available to book, which is why a request can be declined on balance rather than on staffing. And a balance carries a cap: this example handbook stops accrual once the balance reaches that cap, and starts it again once time is used and the balance drops below it.
